Making a scholarship resume that isn't a job resume

A job resume optimizes for relevant experience and results. A scholarship resume optimizes for showing who you are, what you've committed to, and what you'll do with support.

That means including things a job resume would cut: sustained involvement in something non-professional, family responsibilities, self-directed projects, and long-term commitments even at modest levels.

Keep it to one page and lead with what you've done longest. Duration signals commitment, and committees weight it more heavily than students expect.
